Founder’s Message
Hello, my name is Samuel Zemene, Founder and Executive Director of Inclusive Residential Treatment Center Inc. (IRTC). I also serve as the organization’s Licensed Child Care Administrator (LCCA).
My professional journey has always been guided by a deep commitment to helping children and families who face complex emotional and developmental challenges.
I hold a Bachelor’s degree (BA) in Psychology, a Master’s degree (MA) in Counseling Psychology, and a Master’s degree (MSc) in Public Health and Social Life.
These educational experiences, combined with years of professional dedication, have shaped my vision of creating a safe and supportive environment where children can heal, grow, and reach their full potential.
The idea of establishing a residential treatment center first came to me during my graduate studies while researching the psychosocial challenges experienced by parents of children with Autism Spectrum Disorder.
That experience opened my eyes to the profound needs of children and families who require specialized support, guidance, and care. From that moment, I knew I wanted to dedicate my career to building a program that could truly make a difference.
Today, I am honored to lead Inclusive Residential Treatment Center Inc. alongside a dedicated team of professionals who share the same passion and commitment.
Our mission is to provide a holistic, child-focused residential treatment program that supports children in developing socially, physically, emotionally, and cognitively under the care and guidance of highly trained professionals within a safe and child-friendly environment.
What inspires me most is witnessing the positive transformation in the lives of the children we serve. Seeing a child gain confidence, develop coping skills, and move toward a brighter future reminds us why this work matters.

Hello, this is George Burnetz, a dedicated and compassionate staff serving at Inclusive Residential Treatment Center (IRTC) as a Treatment Director.
I hold a Bachelor of Arts in Psychology from the University of Houston and a Master’s Degree in Educational Leadership and Counseling from Sam Houston State University.
I am also a Licensed Professional Counselor (LPC) and a certified School Counselor in the state of Texas, bringing valuable experience in supporting youth with emotional and behavioral needs.
At Inclusive Residential Treatment Center, I am passionate about helping youth grow, develop, and gain the confidence to make positive decisions for them.
I find the most rewarding part of my work is witnessing the boys’ progress and supporting them in building a brighter and more successful future.
